• Article 1
In order to protect the natural environment and enhance the efficiency of resource utilization so that global resources may be used sustainably, these Management Guidelines are hereby established.
• Article 2
The Company’s energy conservation and carbon reduction policy is “Protect the Earth” and “Sustainable Use of Resources.” All employees shall faithfully comply with this policy.
• Article 3
Policy Objectives:
1. Effectively improve the Company’s energy usage and progressively enhance energy-saving targets for electricity, water, and related facilities.
2. Strengthen education and awareness on energy conservation and carbon reduction to build consensus, enabling all employees to jointly promote the Company’s sustainable operations.
3. By taking the lead in promoting energy conservation and carbon reduction, the Company aims to set an example and guide employees and their families in practicing nationwide energy conservation, greenhouse gas reduction, reduced water usage, and other waste reduction actions.
• Article 4
Policy Goals:
1. Effectively control the Company’s electricity and water consumption, with the principle of no growth, and conduct annual reviews.
2. Enhance improvements to the Company’s energy-saving hardware environment and strengthen employees’ awareness of energy conservation and sustainable development.
3. Integrate Company and community resources to form an environmentally friendly and energy-efficient sustainable enterprise.
• Article 5
Responsible Units:
1. General Affairs Department:
1. Supervision and guidance.
2. Dedicated execution of environmental management and energy conservation and carbon reduction-related operations.
3. Formulation of environmental management and energy conservation and carbon reduction plans, and guidance for relevant departments in implementation.
4. Provision of environmental management and energy conservation and carbon reduction data and recommendations.
5. Planning and implementation of environmental management and energy conservation and carbon reduction education and training.
2. All Departments:
1. Cooperate in executing environmental management and energy conservation and carbon reduction-related operations.
2. Cooperate in participating in environmental management and energy conservation and carbon reduction education and training.
• Article 6
Implementation Methods:
1. Establish an energy conservation and carbon reduction system, set targets and work plans, and assign the Management Department to plan and promote energy conservation and carbon reduction efforts across all departments.
2. Each department shall adopt a zoned responsibility management approach and be responsible for implementing various energy conservation and carbon reduction measures.
3. Each unit shall strengthen its understanding of energy-saving methods and cooperate with the Company’s energy conservation and carbon reduction plans.
4. Each department shall actively promote comprehensive energy conservation and carbon reduction education and awareness activities among its employees.
5. Engage energy conservation and carbon reduction experts or consultants to plan optimal operations based on the Company’s industry characteristics and the actual needs of building structures and equipment.
• Article 7
Energy Conservation and Carbon Reduction Measures for Power Distribution Systems:
1. Power supply voltage shall remain within the rated voltage range.
2. The secondary voltage of transformers should be as close as possible to the rated voltage of the equipment.
3. Transformer installation areas shall be well ventilated to avoid excessive temperature rise that may increase ineffective power losses; fans or air-conditioning should be installed when necessary.
4. Transformers achieve optimal efficiency when load rates are maintained between 50% and 65%. If the load rate is too low, transformers with similar load characteristics may be connected in parallel.
5. Control of power factor in power supply lines may generally adopt automatic power factor controllers, maintaining levels between 95% and 99%. Capacitors required for power factor correction may be installed on the low-voltage side, and the closer they are to the load end, the more line losses can be reduced.
• Article 8
Energy Conservation and Carbon Reduction Measures for Air Conditioning Systems:
1. High energy-efficiency split-type air conditioners, packaged air conditioners, and central air-conditioning chilled water systems should be adopted.
2. Without affecting indoor cooling conditions, moderately increase the chilled water outlet temperature of central air-conditioning systems, shut down chillers after working hours, and coordinate operational schedules with management units.
3. For inspection and maintenance of air-conditioning systems, regularly clean air filters, cooling towers, cooling water pipes, and heat exchangers to maintain system efficiency. Conduct system inspections quarterly, and promptly improve any pumps or fans found to be operating at reduced efficiency.
4. During consecutive holidays or when only a small number of staff are working overtime, central air-conditioning systems should be avoided to prevent low-load, low-efficiency, and high-cost operation.
5. Air-conditioning temperatures in designated areas shall be appropriately adjusted by the respective user units.
• Article 9
Energy Conservation and Carbon Reduction Measures for Lighting Systems:
1. Procure high-efficiency lighting fixtures and gradually replace low-efficiency, high-power-consuming lighting equipment.
2. Management units shall control lighting in public areas according to operational schedules.
3. Strengthen awareness campaigns to cultivate the habit of turning off lights when not in use among all employees.
4. Implement proper maintenance of lighting fixtures, regularly clean fixtures, and replace lamps according to deterioration and blackening conditions to maintain required brightness.
5. Lighting brightness shall be appropriately set according to different areas, with standards referenced to the Occupational Safety and Health Facilities Regulations.
• Article 10
Office Equipment and Other Energy Conservation and Carbon Reduction Measures:
1. When purchasing computers or peripheral equipment, priority shall be given to products bearing environmental or energy-saving labels.
2. All computers shall be set to automatically enter low-power sleep mode when not in use; computers not used for extended periods shall be powered off to reduce standby power consumption.
3. Before photocopying, confirm the required paper size and number of copies to avoid unnecessary copying and waste of paper and electricity.
4. Reduce paper usage by not providing printed materials at meetings, and instead use computers and projectors.
5. Collaborate with the IT Department and relevant units to develop paperless data archiving measures.
6. Each department shall ensure that all electrical equipment is powered off before leaving work each day.
• Article 11
Energy Conservation and Carbon Reduction Education and Promotion:
1. Post promotional information and methods related to energy conservation and carbon reduction.
2. Promote energy conservation plans on the Company’s internal website.
• Article 12
Carbon Credit Acquisition:
As the Company is a low-pollution enterprise and has limited capacity for continuous carbon reduction contributions, in order to achieve the policies of “Protect the Earth” and “Sustainable Use of Resources,” the Company should cooperate with government carbon reduction policies or participate in carbon offset activities.
• Article 13
These Guidelines shall be announced and implemented upon approval by the Chairman of the Board. The same shall apply to any amendments or additions.
